Bolt Pattern for both wheels is 4x100, are the hubs different sizes? Guy is selling wheels off a corolla claims they do not fit on his newer honda ( not sure of the year ) but says they should fit on my 97?

That would be a negative Eric, and the reason why steel Honda Civic wheels aren't that easy to find.....
Civic centerbore = 56.1mm
Corolla centerbore = 54.1mm

Chevette center bore is 57.1... my 13s would fit.. lol
but then I'd have no wheels..
Side note: would it really be that difficult or harmful to the wheel to bore that out 2mm?
