98's can be tuned fine, but they did lack the flexibilty in supporting greater mods like FI but i think they actually worked around that and has 2-3 bar map OS capabilities. It was just a unique PCM and harness that wasnt as universal as 99+. Also the steel fuel tank and sending unit were another stumbling block for bigger and better in-tank fuel systems, but that issue has been overcome too. I generally wouldnt be affraid of the 98's because of those items. Its the notoriously weak rod bolts and the improperly machined oil pump housings that can cause bigger headaches. However if the car has 100xxx miles, and it hasnt blown up by now, pretty sure it will be fine provided you dont go whacking it with a 300 shot. So if you have big plans, its generally easier to find a 99+ car if you have the choice, but you can accomplish the same things with a 98 too, just some further upgrades need to be made.
