My brother has a 92 Non-turbo Eclipse and it has a surging idle when cold, not throwing any check engine light. Is there any common that goes wrong that would cause this?

IIRC there is a base idle set screw somewhere on the throttle body side of the intake manifold. Check that first to make sure it is set correctly.

"common" idle surge between 700-1300 rpm is the ISC motor on the bottom back of the throttle body.
