How to sticky?

I can't figure out how to sticky/unsticky posts.
Can somebody help me out?

i think it's only something the admins can do, so if you have a topic that you'd like sticky'd, PM them and ask for them to do it. again i THINK that's how it is done.

Can you please review how I can sticky.
I cannot find any method to sticky threads.
I've been wasting my whole day trying to get this stuf to work.

At the top of the thread... click on "Thread Tools". A drop down list should appear. Click on the bullet next to "Stick thread" and then press the "perform action" button at the bottom of the drop down list.

I had tried that thread tools thing and never could see it doing anything.
now I can see that when selecting the thread tools button on the right of my screen, something shows up on the far left of my screen. I can see one letter in what must be the second line or option. all of the rest of the stuff is off the left side of the screen, and there is still no scroll bar at the bottom. selecting the display tools button gives a small window on the kleft of the screen, but it's visible.
Can you tell me how many rows down each of the options are? I think I can click on them blind if I know what all is supposed to be there. What are all the options under thread tools?
