honestly, that sounds like a mafs issue or a vaccum leak...I would try cleaning the mafs with the spray and just quickly run over and check the connections on other wires under the hood and listen...

out of all things, why a saturn?

my car passed with the 2 rear o2 sensors not even hooked up, no cats, and plenty of mods...passed with flying colors and the cel was on..

it wont pass becuase the cel wont go on?? i always thought it was the opposite, but anyways..try unhooking your battery and turn over the ignition a few times to drain all the power and it should...
