Idk, i guess with the right forks, bars and bodywork it may turn out ok, i'm no expert on those though.
You could make it look cool, swap the tank get some wire wheels and start stripping everything else.
Just strip everything off it not needed to run and ad a grocery cart

If it works on a water cooled Ninja chassis it will work on anything, gonna be faster no matter what when done!

It depends on how "cafe" you want it to be. I wouldn't really call my bike a "cafe racer". It's just a custom bike inspired by the cafe style. If you are looking to do a traditional cafe raver I'd not say that is a good frame.
You can get CB's in nice shape for pretty cheap. Yamaha XS1100's are pretty cheap too.
Clip-ons change the whole bike.
